About the only chunk of change in our national budget that would even remotely put us close to preparedness for major disasters as you described would be our military expenditures. To make that drastic of a change to our foreign involvement mindset would take decades and a real shift in national consciousness. The amount of money required to make all areas safe is immense and I don't think it's even attainable.
Instead of trying to cover all bases, maybe it's better to simply start communicating to the public that in worst case scenarios, you should assume you're on your own for a good amount of time and to plan accordingly. Of course that's a hard sell when your military is far away in deadend excursions wasting billions of dollars.
