I have found no link to the original report yet.

I think we can safely say sneaking out and hiding the papers for later recovery went a good distance beyond Berger's term "sloppy." Note also the statement implying that Berger had been making a habit of this sort of thing.

Still waiting on the motive. Note that Berger was one of the two men who sat with Bill Clinton when he testified before the 9/11 Commission.
