Besides European and Middle Eastern torture centers, outsourcing to Cuba more torture, they want to avoid sending citizens to combat, as that might be unpopular, and want to outsource military personnel. Would be an expansion of the mercenaries forming the "Coalition of the Willing".

To defend America. And, I suppose the world. From non-American terrorism. Which is the worst kind. Unacceptable.

American terrorism, as we all know, is good for the world, and now best performed by foreigners in American uniforms.
