Not so...
...Well, yes the Torino rating IS above zero, but only just, and it's a sort-of logarithmic scale.
This does NOT merit "serious concern" to the UN or anybody.
If you refer to the definition of the Torino Scale
1 - NORMAL - A routine discovery in which a pass near the Earth is predicted that poses no unusual level of danger. Current calculations show the chance of collision is extremely unlikely with no cause for public attention or public concern. New telescopic observations very likely will lead to re-assignment to Level 0.
It is not until about Torino scale 4 that serious attention is merited. With the logarithmic nature of the probability and kinetic energy scales, an object would need tobe about 100 times more risky than this to raise concern, imho.
For those so-minded to check the definition, another presentation of the same words but with more pictures and discussion is on Wikipedia
