There's Schmitt's Return to the Moon and Tumlinson's Return to the Moon.
I Read the former, am reading the latter (more interesting).
Both want the moon for commercial reasons. Schmitt argues about He3 but this pushes any hope for the Moon far back in the future, if ever!
In the second book, many involved share their opinions on the matter.
One thing seems to be that rockets must be the same as those used for comsats in GEO....Is that possible and reasonable ? (HLLV's won't be cost effective as too few would be used therefore making the return to the Moon far too expensive).
So, in the 90's there was ELA!
Here too.
Of course, the Shuttle is no more involved, so another scenario could be used...Perhaps 2 ELV's replacing the Shuttle.
Another upsetting thing is that it looks like commercialization of space (with human flights) must first proove itself before going to the Moon for commercial reasons can become reality.
It looks like it's going to take a long while before it's achieved...almost as unreachable as He3.
The irony being that Arianespace (a french company) is the launcher comapny that has the biggest market (and for years) while it is Virgin Galactic (a british company) that first intends to commercialize humans in space (not in orbit, true, but in space)....2 european companies showing the commercial way to space.
