Wondering: won't democrats invite international space agencies to participate in a more interesting way to the Vision for Space Exploration?
That would liberate funds in various aspects of the project and it would bind participants into respecting the treaty (if theres is one) and one of the clauses could engage them to deliver on time.
I see a vertuous cycle, here.
