Then why not pass the enabling legislation?
The first part said that it would cost the drug companies money, the second part says that it wouldn't.
So, pass the law and see.
Or continue to shovel money into the drug companies at whatever level they want, and bitch about the cost of Medicare.
Which is the Conservative way.
