BTW -
I'm obviously not just referring to ion engines when I mentioned better specific impulse. Some kind of major propulsion breakthrough is needed to get all those heavy payloads off the ground into orbit in the first place. Something like nuclear powered engines, or a space elevator for instance. - Ion engines would be for low-thrust, deep-space propulsion only. Just clarifying here.
