Hmmm.
I've always thought the comet water theory made some sense. In early times the Oort cloud would have been dispersed throughout the Universe, and a lot of it could have impacted Earth.
However, there doesn't seem to be anything yet that excludes another method, too. And comets could have supplied the water this layer needs.
I'd say it's not settled yet.
