Two facts. There aren't enough troops in Iraq to stop the violence,
And realistically there cannot be enough troops in Iraq to stop the violence.
Unless you want to station about a million of them there indefinitely.

So what do you do? Bush is postponing the inevitable, using the lives of American and Iraqis to avoid dealing with defeat as long as he can. Maybe pass it off onto the next President. And then blame that person.
What would a rational leader do? Observe the realities, listen to his people, and cut losses. That would be if he valued American and Iraqi lives as much as his overgrown ego.
Which he clearly doesn't.
