Certainly genetics plays a large part. And certainly the culture plays a large part.

And I think ALL human beings are better off if adults take an interest in their development, activities and accomplishments. Even ones who may be genetically challenged in subtle ways.

And, I think the genetically challenged folks came from genetically challenged parents, who may be less liable to show the interest they might otherwise.

Children raising children sort of thing.

Bowser's Theorem, blah blah. Somewhat stronger than Bowser's Surmise, hasn't passed the rigorous scientifical testing necessary to become a Bowser's Law. (Been meaning to get around to that, just haven't had time. Damned Perpetual Motion machine is taking a bit longer than it should. Looking to Nigeria for financing for that. Tricky to pin down, those Nigerians.)
