The big difference is Bush didnâ€™t go one on one with N. Korea like Clinton did and the democrats wanted of Bush. N. Korea could just blame the US for its failure but this time with a 6 party agreement if N. Korea fails to adhere to the agreement they will have to face up to other countries and not just the US, which was very easy to do with Clinton.

I think China cutting off supplies to N. Korea for a month along with sanctions had a lot to do with N. Korea coming to a signed agreement.
