Racial politics. It's demographics.
The Hispanic politicians and interest groups want larger numbers for their group. Cracking down on illegal immigrants hurts their agenda and political power. Contrary to what many believe, Whites aren't the only people with racial views. The Hispanics are playing political hardball and they want their team to be as large as possible. It doesn't get more racist than La Raza or MEChA.
