I used LEDs a LOT. Out at the farm all night, at home walking the dog through the woods and on my bicycle. I've never noticed a flicker.
Could be a good reason, and that is the devices I use have multiple, up to 40, LEDs in them. They may just sort of blend together.
Having said that, they are extremely voltage dependent. I can imagine something with one or two or three large LEDs which is getting low on electricity might go off until the voltage increases and that might happen just before failure of the power supply.
Or that the IC which controls the voltage may be failing.
With battery-powered LEDs it's easy to not notice them fading until they die, or damn near die. I generally feel a bit guilty replacing the batteries when I can still see, until I turn it on again with the new ones. Then it all seems worthwhile.
