Apparently not
Since I don't read Microsoft press releases, and I have my PC set to auto-update, I can only guess that a DST patch was included in the last feed. When I booted up this morning, the time was correct. More significant: a friend who didn't shut his computer down last night found the correct time on it this morning. (We're both running XP w/ SP2).
Couldn't say how it's going for non-MS or pre-XP operating systems.
