Why wouldn't they have the cash?
This was a test flight with no paying customer. They got the first stage back as intended. The second stage is lost, but it would've been lost had it worked perfectly. In this case, the mishap didn't cost anymore than a successful mission would have. IMO, these test flights will only serve to improve the design and increase the experience of the ground crews.
