Both - and: Legal and corrupt.

There must be a degree of trust in the system for it to work. One must trust the President to lead the country into war only for good reason, for instance. The vote to authorize him to do so was based upon a trustworthy President. If the President violates that trust, well, the system is weaker.

One must trust the FBI to follow the law, the National Security Agency to do the same. When they don't, the regime is stronger, the system is weaker. A pattern we have seen throughout the Bush administration.

One especially must be able to trust the justice system. That it not be used and abused for partisan politics. That the oath of office is to the country and Constitution, not to the President or political party. When that oath is violated, or when politicians attempt to determine what is, and isn't, prosecuted, that party is the stronger, and the system, the country, is the weaker. It's a hallmark of fascist regimes for justice to be overseen by politicians.

"Thanks for Everything". "Did Karl Rove have a hand in replacing the fired U.S. attorney in New Mexico? An overlooked e-mail may provide a clue."

Undoubtedly an attempt to wield political influence over justice. Legal? Yes. The politicians make the laws. Of course it's legal.

Clearly the Bush administration has turned everything into a bid for more and more power in order to transfer wealth to the wealthy. To transfer resources to the wealthy. To sell out the environment for the wealthy.

Corrupt? Yep.
