re: Angle of Incidence
It appears the image was taken near local noon, from the shadows. The ten-pointed star is probably a diffraction pattern due to the shutter or aperture stop of the imaging system, and those appear to be saturated pixels in the center. It's consistent with specular relection of something on that building. It would be very interesting to examine imagery taken at a different time when the angles are different to see just what is on that roof-top. A low spot where rain water collects.? A glass-covered solar array? An anti-aircraft laser?
