It's not satire.
The author satirized a right wing vision of an Islamic UK, then clearly changed tone to illustrate how it would be beneficial. The author really believes it - which is sort of scary, but not that surprising really. Over there, there are already leftist folks who are profiting from the high-profile presence of Islam and there are probably a million wanna-be Jesse Jacksons who want to act as the mouthpiece for this large new underclass.
