That was it.
Somehow got switched to Mapquest. The Google image does appear to be deliberately pixillated, since the border seems to follow the circular road rather than the rectangular pattern you see in such maps when two different resolutions of photo are meshed side by side (common).
Seems odd if this was done for security reasons, since I had no trouble pulling up not only Mapquest, but several other high-res aerial versions of the area.
