The male testosterone of politicians require one supreme alpha male. Only one can rule the wolf-pack. If by some weird set of circumstances, this were made law in the US, the whole system would end up more stymied than it is even under Bush. Foreign and domestic affairs cross over too much. i.e. the price of gas is both domestic and foreign. Economics are both domestic and foreign. Spying is both domestic and foreign (heh). Imports/Exports are both. Security is both. You can no longer separate domestic and foreign. Too many interlinking factors.
