I think you are conflating two unrelated issues.

In the case of USA reprocessing of nuclear materials, I believe that it does not matter. We can make as many or as few nuclear weapons as we want to (notwithstanding treaty obligations and our willingness to fufill them).

And it has nothing to do with reprocessing. We have never failed to find enough fissionables to do what we want militarily.
