...whether he plans to or not. It keeps them off-balance and complicates their planning. One of the few benefits of the Iraq wars is that now nobody knows for sure whether or not we are bluffing.
Whether or not this is a good thing to do now depends on the circumstances, it might be counter-productive if he's judged their intentions incorrectly, but it shouldn't be ruled out altogether.
