I've never been able to figure out where this kind of speculation gets us, like the whole Panspermia concept, it doesn't really propose an answer to a question, it just postpones the question altogether. Sooner or later you wind up in the same place: where does the Simulator come from? Or in the case of Panspermia, where and how did Life originally appear.
As usual, the artists are way ahead of the scientists on this one. Daniel F Galouye wrote a novel on this same concept ("Simulacron III") decades ago, later made into the film "The Thirteenth Floor". A similar theme was explored in the movie "Existenz". Both, in my opinion, far superior dramatizations, both cinematographically and philosophically, than "The Matrix". But the idea must go back a lot further; what kid hasn't thought to himself "What if this is all just a dream?"
Perhaps a more challenging speculation, and one more in keeping with the inherent sense of irony the universe seems to exhibit, is that each Simulator is in turn a part of yet another higher level Simulation; call them S(0), S(1), S(2)...S(n-2), S(n-1), S(n) so that every S(i) is simply living in a simulation created by S(i+1). And now think that maybe the whole chain circles back on itself, like a snake swallowing it's own tail, so that S(n) is just a running process in a simulation created by S(0).
