If for some reason a Space Shuttle was unable to return to Earth

How long would it take NASA to send up another one?

Or would the Russians be able to do it sooner?

And for how long and how many extra people can the ISS support?

It may not be always as exciting as perceived on the surface, but
humans take up a lot more resources and effort to get the job done
than machines.
