Part of the Bush legacy - Russian technology coupled with Chinese manpower and money as a counterbalance to an out-of-control superpower. These were small games, but they did have Chinese military on Russian soil.
The Russians are mostly defensive, fearing another invasion. Therefore the Chinese are their biggest fear, and this move toward detente doesn't bode well for the Bushs of the world.
We saw it coming, though. "Preemptive aggression" scares a lot of nations.
