An intelligent people is a free people. People with intelligence, respect for self and others, and self control need very little supervision. Idiots on the other hand need constant monitoring. Rules and regulations must be passed by society at large when individuals fail to exhibit proper behavior or common sense.

If girls try wearing short shorts or mini-skirts to school, or guys wish to wear their pants hanging around their ankles, the faculty is forced to step in and set standards. Had the students had the brain power to think about the consequences of their actions, such micro-management wouldn't be necessary. The same applies for society at large.

Think about that the next time you see a ladder with warning signs all over it. They're there because idiots have done the things being warned against.
