EVERY bill will have a barcode. Every time money changes hands it will be passed through a "bill counter" that will also read the barcodes.
And the ENTIRE history of that bill will be tracked. Grey money, black money. Who handled it, who cashed it, who concentrated it; who dispersed it. Who owes tax on it. Who is a criminal...
