We know that ISS's orbit has degraded to far lower than originally placed. So, tether the shuttle BELOW ISS by 10Km or so. Release and watch the shuttle burn up, I mean re-enter, and ISS's orbit is raised! Viola!

The 7x rule partly compensates for the much greater mass of the ISS.
