Because Al Queda breeds where they live.
They were only a threat to us or other countries while they were IN those countries. And we know we willingly let a lot of terrorists run free in this country before 9/11. We watched them, but did nothing.
Before the Iraq invasion, there may have been 1,500 dedicated Al Queda operatives. Now I'd guess they're over 10,000 and growing.
Actually a whole new subculture of jihadists has sprung up.
