Now why is it "secret"? Illegal, something that shouldn't be done, and/or something that's been disavowed by the President of the United States?
US President George W Bush has signed an executive order banning "cruel, inhuman or degrading treatment" of terror suspects. (Reported 20 July 2007)
Now, the only way out is to somehow leave waterboarding, freezing, standing in painful positions, sleep deprivation, etc., not "torture".
And this is not "ticking bomb" stuff. They want to use confessions extracted by torture in these people's kangaroo trials. I believe the Inquisition and the Soviet Union under Stalin did the same things.
Is anyone surprised? It's a shame we've come to expect this stuff under Bush. And some folks still say he hasn't lied.
