Talk is cheap
And to Hillary, so is tax money. I've spent some time on her site, and she's just a girl who can't say "no." Sure, we can have a manned program and all the science we want! Why not?
Whether this is worse than Republicans who say "no" and spend a lot anyway is, of course, worthy of debate.
That being said, with some noted exceptions (JFK for example) I haven't been impressed by "campaign talk" over the years about space when compared to performance, by either party. I still remember the Mars stuff from the Nixon administration.
