Try PDF format.
There is a free, downloadable Acrobat reader for every operating system (to the best of my knowledge), and many major word and photo applications have the option of printing to or saving as an Acrobat (PDF) file.
Check it out for yourself, first, though. I don't know how much of this capacity is native in things like Word, since I long ago bought Acrobat as a program, and it installed quickie converters into many of my applications.
