I have no idea where you're coming from on this.
Your implications seem to be one or more of the following:
--Somehow the Western invasion of Afghanistan created this custom
--Afghanistan would not have this custom if it had been left to the rule of the Taliban
--That this custom would somehow be less common under the Pashtun/Taliban
--That the U.S. approves of this custom in any way. In this regard, somehow I suspect that if Coalition forces were trying to arrest participants or otherwise force the issue you'd be all over them for cultural imperialism.
