It's sort of symptomatic of the whole world. No solutions and utter passivity to events. The best example of this is the "self driving" car craze that has hit the automotive industry.
It ranks right up their with Russian roulette in terms of intelligence, but it is symptomatic of this millennial generation that are so incompetent they can't drive properly or don't want to. They would rather be looking at their phone.
And of course give it enough time and these passive folks will demand that others should not be permitted to drive. Already you can see the neurotic glint in the eyes of those who envision a world where humans just are docile, passive and are taken in the proverbial 'boxcars' to their doom.
I've read lots of dystopisn sci-fi, but the West becoming docile and passive while the East becomes extremely aggressive was never one of the premises I encountered. It seems too fake and any writer would reject it as unrealistic. Same with a reactor leak that no newspaper would talk about. The press coverage of 3 mile island went on for years - decades, actually. And here a full meltdown, is ignored. It's too unreal for fiction!
Will it still be leaking in five years? Ten? Forever? At this point my faith in the West's survival instinct is as low as it has ever been.
