More immediate to the question about Qualcomm vs. Superdome: The Superdome was in the hurricane. The stadium in SoCal (and the city around it) wasn't burning while people were sheltering in it.
I've heard one other specific reason why this fire storm was handled better than the last one, which may be result of Katrina: shared communications. The various authorities can talk to each other now.
