There weren't any 3 term presidents until FDR, but it wasn't a constitutional mandate until Truman's time. I guess Roosevelt scared the hell out of them. It was just traditional not to exceed Wahington's tenure. The ex post facto amendment did not apply to Truman, but he chose not to exercise his perogative to run again.
