They're almost the same.
But why develop a weaker second stage? Use the same second stage as the Ares V and bulk up the CEV so that it can protect the crew from deep space radiation. While they're at it, they could design the launcher so that it could support the use of up to 8 SRBs at a time. This would give it the capability to be used as a super heavy launcher in the future.
