I don't think having totalitarian regimes is sign of intelligent human beings.
Though I would agree that it requires sophistication- I don't think socialism would be possible without development of technology from free nations. And would not be able to maintain that technology for any significant period of time without a parasitic relationship to capitalistic government systems.
That N Korea is starving, isn't unexplainable.
