DNA technology has brought a lot of closure to military families in recent years. I read an article (don't know where, now), about the considerable amount of money and effort the military spends to identify and bring home lost personnel home whenever possible.
It's not surprising Vietnamese would take great effort to help. In many Asian cultures, the bones of the dead are greatly venerated, and people go to a lot of work to see that they are properly dealt with.
