An Iraq ruled by Saddam, which had built and used WMDs, attempted a nuclear program twice, and had it wrecked twice by an outside military force (not the useless U.N.), invaded two neighboring countries for conquest (also turned back by military force), supported terrorists in neighboring nations, and used home-grown terrorists for his own goals.

The WMDs were destroyed long before, the UN inspectors
didn't find any, confirmed by Kay (vindicating the UN and proving Bush had consistently fooled the world).
Saddam only sent money to the families of the Palestinians terrorists who blew themselves up. Never heard he sent weapons.

Had Saddam remained in power, Iran would NOT have taken advantage of the situation as it does now and Al Qaeda would not have spread in Iraq, enforcing its troops with more and more volunteers.
