"Perhaps the tall pole in energy consumption is going to be China, but we've been the tall pole for years, both per capita AND summed over the whole country. It is to be normal and to be expected that in any situation where rationing or controls are being contemplated, both per capita consumption and emissions must be taken into consideration."
If united states was 50 states and therefore there would not be an entity called the US and the individual States wouldn't be the highest in terms of capita and total, would this make any difference in anything?
And considering the number of poor which are still living in China, if the US imported a 1/2 billion humans and had them living in similar condition as those living in China, and this lowered the capita emission of CO2 of the US. Would this somehow be better?
