Sounds like time to find a new publisher.
Plenty of people don't object to fire-breathing dragons. To forbid them their natural activity is inhumane. I, for one, would call the SPCIA (Society for the Prevention of Cruelty to Imaginary Animals) to report such abuse!
If one doesn't want children to act out fire-breathing in imitative play, one keeps the children away from matches and cigarette lighters. Oh, and one watches them from a discreet distance, of course.
