Quantum mechanics and interpretation

The problem is that while quantum mechanics states that measurement of a system by an observer affects the the system, quantum mechanics is a bit fuzzy as to what an observer is.

If observing a distant supernova with modern telescopes is a measurment, what about the cosmic rays from a distant supernova hitting photo-receptors of an ancient jellyfish like creature 600 million years ago causing it dart one way instead of another? Is the jellyfish an observer taking a measurement?

I havent seen a real paper on this topic, just the popular newstories posted here- but it seems very overhyped by the media... I will look for the paper...
