It was a good decision.
The Ariane family is an excellent series of launchers. So capitalize on that success and use it as a spring board to jump to the next level. Ariane V was originally intended as a manned launcher. Getting it man rated and building a manned craft woulldn't be that expensive. If China can find the money and resources, then surely the mighty EU can too.
