The executive summary of the study is here. Note the chart labeled "Exhibit B." That's pretty jaw-dropping. I don't share the author's pessimism on markets heading in these directions on their own--there is a lot of work being done right now on energy-efficient buildings, lighting, and other things.
As an example, the chart below shows Compact Fluorescent bulb sales trends, without any massive legal mandate.
