I seriously doubt it that any of the singlas back and forth between Earth and it's artificial satellites or objects around other moons/planets are sent in clear.
After spendig all that money you sure don't want a hacker getting into that stream.
So even if all the countries receive the same signal, most likely only China can decode it and get the results out of it.
Remeber: this is still a "race to the moon" ;)
