Sorry Nick, that's a longstanding bug. Basically, you get one chance to move a thread. I think that your diagnosis is correct: The database is not getting updated correctly with the new location of the thread. Has no operational consequences, in terms of the thread displaying correctly where it's moved, but no second chances on the admin side.
