More mythology.

The idea that the Shiite's "standing down" has had a large impact on our casualties is a bit odd, considering that almost all of our casualties have been from al Qaeda and especially the Sunni insurgents. In fact, most Iraqi civilian casualties have come from these latter sources.

But hey, it sounds good, and it gives the Left a convenient out instead of giving credit to new U.S. military leadership and tactics.

Most of the turmoil in Iraq right now is in the north and east, in the Diyala area. Al Qaeda is currently attacking Iraqis trying to form citizens groups like they have been doing elsewhere in Iraq. Al Qaeda still has a significant presence in this area, and a lot of work needs to be done there.
