Nope.

The "$2 trillion" is mostly crap, created by hauling in every externality the proponents can think of, something that is done for no other government expenditure.

On the other hand, even we assume that number was accurate, the Federal government spends $1.2 trillion a year right now on social spending mandates. We spend this amount every single year, and will do so for decades into the future. In fact, this cost will rise each year as we go. That doesn't count any other welfare programs under discretionary spending, or state and local welfare spending.

The total sums for this kind of thing vary, depending on how it's calculated. This paper puts a tag of $44.2 trillion on it.

$2 trillion gets lost in the noise.
